I had the same problem described by the others when I tried activating and downloading the Office Home & Student 2016 software (retail purchase) from the MS Office web site. 5 machines and different browsers and different activation methods resulting in the same response, seems to indicate a problem at Microsoft's as all these basic suggestions have been tried. Please refrain from suggesting clearing the cache, cookies etc. I have switched machines to a 4th and 5th machine, gone to the above site and still no success, and even used different locations - I took the machines home to try from there, used a hot spot for internet access and still no success.
